A functional IDWG
Establish the IDWG and equip it to deliver on South Africa's digital transformation objectives and implement the roadmap.
A digital government capability
Establish a fit-for-purpose hybrid governance model with effective central capabilities and a capacitated decentralised innovation and development capability. Complement this change in governance with comprehensive and targeted capacity building programmes and communities of practice.
A non-government ecosystem
Develop rules and governing entities to incorporate non-government stakeholders into the government's innovation ecosystem and facilitate non-government innovation. This constitutes a community of loosely organised organisations to drive innovation.
